Colombia Update: New environmental licensing model for POA of competence of the National Environmental Licensing Authority

The National Environmental Licensing Authority (“ANLA”) issued External Circular 00002 on April 21, 2022, through which it presents the new model of environmental licensing for projects, works, and activities of its competence, which is characterized by incorporating 16 instruments applicable to different stages of the process (preparation of DAA and EIA and monitoring), which includes, among others, the following:
(i) Standardization and hierarchy of environmental impacts of projects licensed by ANLA;
(ii) Portal for receiving information for environmental impact studies – AGIL;
(iii) Application for the filing of minor changes;
(iv) Guide for the inclusion of cost-benefit analysis in the multi-criteria matrix for the selection of the alternative in the Environmental Diagnosis of Alternatives;
(v) Citizen Participation Guide for Environmental Licensing;
(vi) Economic valuation methods for estimating reference values of water and atmospheric components in the mining sector;
(vii) Reference values of the carbon potential stored in areas licensed by ANLA;
(viii) Minimum obligations;
(ix) Good climate change practices
