Update on Indonesia Travel Policies During Covid-19 – 25 April 2022

(25 April 2022) Indonesia’s Covid-19 Task Force (Satuan Tugas Penanganan Covid-19) has announced new policies for international travel effective as of April 5, 2022. The Ministry of Law and Human Rights (MOLHR) also has expanded the scope for granting foreign nationals a Visit Visa Exemption for Tourism and Visit Visa on Arrival (VOA) for Tourism, effective as of April 6, 2022.

The following is a summary of key points. You can find more information on the latest travel policies, including domestic travel policies effective as of April 2,2022, as amended.

All travelers must comply with the health protocols set forth by the Covid-19 Task Force:

Use a three-ply cloth mask or a medical mask that covers the nose, mouth and chin;

Change masks regularly every four hours and dispose of old masks in provided places;

Wash hands regularly using water and soap or hand sanitizer, especially after touching objects touched by other people;

Maintain a minimum distance of 1.5 meters from other people and avoid crowds;

Not allowed to speak on the telephone or face to face while on public transportation (land, rail, sea, river, lake, and air); and

Not allowed to eat or drink during flights that are less than two hours long, except for individuals who must take medicine for their health and safety.

The following is a summary of the newest travel policies:

International Travel

1. Visit Visa Exemption for Tourism and VOA for Tourism

A Visit Visa Exemption for Tourism may be granted to nationals of all Association of Southeast Asian Nations (ASEAN) countries. In addition, the MOLHR has increased the number of countries whose citizens are eligible for a VOA for tourism from 25 to 43. The countries that were added are:

  • Argentina
  • Belgium
  • Brazil
  • Denmark
  • Finland
  • Hungary
  • New Zealand
  • Norway
  • Poland
  • Qatar
  • Seychelles
  • South Africa
  • Sweden
  • Switzerland
  • Timor Leste
  • Tunisia
  • Turkey
  • United Arab Emirates

Foreigners must show a passport with at least six months of remaining validity, return ticket or ticket to continue the journey to another country, proof of payment for VOA for tourism (IDR 500,000), and proof of insurance in accordance with the policies of Indonesia’s Covid-19 Task Force.

The Visit Visa Exemption for Tourism and VOA for tourism will only be granted at 19 immigration checkpoints, including the airport entry points listed below (except for Hang Nadim, Raja Haji Fisabilillah and Zainuddin Abdul Madjid) and the harbor immigration checkpoints located in Riau Islands.

i.Tanjung Benoa, Bali;

ii.Batam, Riau Islands;

iii. Tanjung Pinang, Riau Islands;

iv.Bintan, Riau Islands;

v.Nunukan, North Kalimantan;

vi.Tanjung Balai Karimun, Riau Islands;

vii. Dumai, Riau; and

viii. Tarempa, Riau Islands.

c.Cross-Border Posts:

i.Aruk, West Kalimantan;

ii.Entikong, West Kalimantan; and

iii. Motaain, East Nusa Tenggara.

3.Proof of Vaccination Requirement

Travelers must provide a card/certificate (physical/digital) evidencing that they have received a second dose of a Covid-19 vaccine at least 14 days prior to their departure. Unvaccinated travelers shall be vaccinated in quarantine/supervision facilities upon arrival after receiving a second negative RT-PCR result.

4.Covid-19 Testing Requirement

a.Pre-Departure: Travelers are required to provide a negative RT-PCR test result taken within 2×24 hours before departure timein their origin country/region.

b.Post-Arrival: Travelers with Covid-19 symptoms or a body temperature above 37.5 degrees Celcius are required to take a RT-PCR test upon arrival. Quarantined travelers (see below for the quarantine requirements) are also required to take a RT-PCR test on the fourth day of quarantine.

5.Quarantine Requirement

Provided that no Covid-19 symptoms are detected upon arrival or a negative RT-PCR test result is obtained, travelers having received a second dose of a Covid-19 vaccine within 14 days prior to their departure are not required to be quarantined. Travelers who have received only the first dose of a Covid-19 vaccine or are unvaccinated must be quarantined for 5×24 hours.

For travelers under the age of 18, the quarantine/supervision requirement will follow the applicable requirement for their parents/caretakers/companions. Unvaccinated travelers with special health conditions or comorbidities may resume travel provided they have a doctor’s letter from a government hospital in their departure country stating that the person has not and/or is not able to be vaccinated.

6.Exemptions

a.Exemption from providing proof of vaccination for:

i.Foreign travelers holding diplomatic/service visa;

ii.Foreign travelers entering Indonesia through a Travel Corridor Arrangement scheme;

iii. Unvaccinated foreign travelers planning to leave Indonesia through domestic transit as long as they do not leave the airport area;

iv.Travelers under the age of 18; and

v.Travelers ineligible to receive Covid-19 vaccine for health reasons.

b.Specifically for travelers who have been in Singapore for at least 14 days prior to entering Indonesia through an entry point in Riau Islands, they are only required to obtain a negative result for an antigen rapid test taken within 1×24 hours before departure or provide a negative RT-PCR test result taken within 2×24 hours before departure.

c.Provided that no Covid-19 symptoms are detected or a negative RT-PCR test result is obtained, unvaccinated Indonesian travelers (have not received a second dose of a Covid-19 vaccine) are eligible to apply for a dispensation from quarantine requirements. Dispensations will be provided selectively, with a limited quota, to applicants that can show they have an urgent condition (i.e., life-threatening health condition or grieving the death of a main family member). Dispensation requests must be submitted at least three days prior to arrival and the dispensation shall apply individually.

Domestic Travel

1. Proof of Vaccination and Covid-19 Testing Requirement

Travelers who have received a second or third dose of a Covid-19 vaccine are not required to provide a RT-PCR or rapid test antigen result. Travelers who have only received the first dose of a Covid-19 vaccine and travelers who are unvaccinated for health reasons are required to provide a negative RT-PCR test result taken within 3×24 hours before departure or a rapid antigen test taken within 1×24 hours before departure.

2.Quarantine Requirement

Domestic travelers are not required to be quarantined.

3.Exemptions

a.Travelers under the age of 6 are exempted from the vaccination and Covid-19 testing requirements, but must be accompanied by another traveler who has fulfilled the vaccination and Covid-19 testing requirements. They must also follow strict health protocols;

b.Travelers aged 6 to 17 who have received a second dose of a Covid-19 vaccine are exempted from the requirement to provide a negative result of a rapid antigen test, but are required to provide a certificate/card evidencing they have received the second dose of the vaccine;

c.Travelers using a pioneer mode of transportation (moda transportasi perintis) to, from, and between remote and underdeveloped areas are exempted from all travel requirements; and

d.Travelers using land transportation modes within one urban agglomeration area are exempted from the Covid-19 testing requirement.
